The FBI And The Mad Bombers

The FBI is warning us, through its Project Megiddo report, that right-wing Christians are dangerous terrorists prone to incite violence in the weeks ahead.

This warning is more than slanderous, bigoted and inciteful. It needs to be understood in context. That context is that the FBI has set up a system of self-fulfilling prophecies that permits the government to scapegoat groups of people who are enticed into committing illegal acts or conspiring about them by agents provocateur.

Whether the groups are organized militia outfits, Christian Identity, the White Aryan Resistance movement or some other misfit, would-be "terrorists," the tentacles of funding, control and conspiracy always seem to lead right back to the government -- whether it's the FBI, the Bureau of Alcohol, Tobacco and Firearms or some other similar agency.

This is the case with the most dramatic bombings in the recent history of our country -- from Oklahoma City to the World Trade Center.

On behalf of the BATF, Carol Howe infiltrated Timothy McVeigh's cell while it prepared to blow up federal buildings. She tried to testify at McVeigh's trial to tell what she knew about the conspiracy behind it and was thanked for her troubles with an indictment. Anyone who believes McVeigh was the mastermind of that operation is either poorly informed or a certified fool.

Howe identified as a participant in the plot a German former intelligence officer named Andreas Strassmeier. While in the U.S., he enjoyed full diplomatic immunity, carrying concealed weapons, talking about bombing the Murrah Building and practicing with explosives. Reporter Ambrose Evans-Pritchard of the London Telegraph called Strassmeier after he returned to Germany. Here's how that conversation went, according to Evans-Pritchard's book, "The Secret Life of Bill Clinton."

Evans-Pritchard: "There comes a time in every botched operation when the informant has to speak out to save his own skin, and that's now, Andreas."

Strassmeier: "How can he? What happens if it was a sting operation from the very beginning? What happens if it comes out that the plant was a provocateur?"

Evans-Pritchard: "A provocateur?"

Strassmeier: "What if he talked and manipulated the others into it. ... The relatives of the victims are going to go crazy. He's going to be held responsible for the murder of 168 people. ... Of course the informant can't come forward. He's scared ... right now."

The most sensible conclusion anyone came to after examining evidence like this is that the Oklahoma City bombing was a sting operation that went wrong.

But, incredibly, the same conclusion can be drawn about the World Trade Center bombing.

According to tapes played at the trial of the "terrorists" in that case, the FBI planted Emad A. Salem to infiltrate an Arab group in New York. His job was to act, again, as an agent provocateur -- inciting violent attacks. It was Salem who convinced the other participants to bomb the World Trade Center. When he was asked to assemble the bomb, he went to the FBI to ask for harmless powder to avoid a catastrophe. The FBI essentially cut him off. To make a long, complicated story short and simple: The FBI spent $3 million of your tax money to blow up the World Trade Center.

The story's essentially the same at Waco, Ruby Ridge and other government-made disasters. This week we learned the FBI has spent a year involved in a militia cell in California "investigating" a plot to blow up a propane facility in hopes of sparking martial law. I won't be shocked to learn later that FBI agents were leading these so-called militiamen down the primrose path -- actually inviting terrorist activity, encouraging it, paying for it.

When will this insanity end? What is the overall objective of the FBI and government? Are these activities actually designed to thwart terrorism or encourage it? Who benefits most from terrorist activity?

Americans might be shocked to learn that their government is involved in such escapades. But those who study history should expect such things. It's been going on since the beginning of time. Planting seeds of fear among the people only helps those in government remain in power and grab more control over people's lives.

Remember this the next time you hear about a so-called "terrorist incident." And, tell your representatives and senators it's time to rein in the mad bombers and provocateurs in our own government.

"There's been a bomb at the World Trade Center."

We all looked over at Kelley, one of the gold traders. She was quoting the Telerate news ticker off the monitor on her desk. There was no further information.

We then looked past Kelley, out the seventh floor windows of 222 Broadway, and down the half block of a side street to No. 4 World Trade Center (WTC). The COMEX, where gold futures are traded, was on the 8th floor of No. 4 WTC, and Kelley and one of the other gold traders had open phones lines to the trading floor.

The background voices at the COMEX, heard over the speakers where we were, sounded normal. The street scene outside looked normal also.

"Why don't you ask the floor if there's anything unusual over there," I suggested to Kelley. We had two brokers on the COMEX floor.

Nothing out of the ordinary, they said. No bomb here. One opined he had felt a small shake of the building. The other one hadn't noticed even that.

Those of us at 222 Broadway went back to work, filing away this interesting, but seemingly irrelevant piece of information: a bomb at the World Trade Center. It was, in fact, another hour before smoke began to fill the elevators at No. 4 WTC, and COMEX traders were ordered to evacuate the building. In the meantime, Kelley kept us updated as more news hit the ticker.

"It was centered in the garage area," she announced.

For the first time, someone looked concerned. "I'm parked over there," he said.

Tom wandered by my desk. "Want to go take a look?" he asked. Tom was a PhD chemist who had turned option trader. He had a natural curiosity about explosions.

I declined the invitation. Where there is one bomb, there may be two, and I preferred to wait until the excitement was over. If the bomb was in the parking garage, I doubted there was anything to see, anyway. Tom shrugged and left by himself. He returned with a report: the bomb had collapsed the lobby floor of the Vista Hotel on the ground floor of the tower at No. 1 WTC, as well as the floor below that, and a 20- foot crater now extended out to the street beside the tower. From our windows, we couldn't see the activity taking place because No. 4 WTC blocked our view. I reflected that I had passed through the Vista Hotel lobby the previous day, en route to the walkway connecting the World Trade Center to the World Financial Center located on the other (wharf) side of Manhattan's Westside Highway.

As it turned out, the WTC bomb had been planted by an FBI informant, whose FBI handler had insisted he use real explosives, and not fake that part of the "sting". This was reported in the New York Times before Louis Freeh's media handlers went to work and quashed reports of the FBI connection, and diverted all attention to the supposedly purely foreign nature of the "Middle Eastern terrorists" (with U.S. intelligence connections) whose operation the FBI had been assisting under the guise of conducting a "terrorist sting".

It was claimed the bombers had intended to bring down the tower at No. 1 WTC. Though in fact the van filled with explosive (alleged, but not shown, to be urea nitrate) had done no damage to the building structure. Explosive pressure drops off approximately with the cube of the distance, so to do serious damage with a low-power explosive, you need to attached it to the building columns.

What the explosion had done was to take out two floors in a particular area vertical to the van location, and to fill the building cavities with smoke. Most of the 1000 or so injuries resulted from smoke inhalation, and were basically confined to those taking the commuter trains from New Jersey into the train station in the basement of the WTC. That is, to passers-through trapped in smoke, and not to people actually working at the WTC.

By the end of the day, Tom and I were discussing ANFO bombs instead of options. Where I had grown up in Texas, ammonium nitrate was widely used as fertilizer. It was just one of those things prevalent in the environment, like gasoline and butane, that you used and treated with respect. I had never known anyone killed with ammonium nitrate, although I had known two people, including one neighbor, who had blown themselves up welding "empty" butane tanks.

No, the FBI-assisted terrorists hadn't done much damage to the World Trade Center, relatively speaking, aside from the Vista Hotel. But for a few hours on Feb. 26, 1993, they had shut down the COMEX, and-- London trading having finished for the day--most of the world's gold market along with it."

    Two cassette tape recordings, obtained by SHADOW reporter Paul DiRienzo of telephone conversations between FBI informant Emad Salem and his Bureau contacts reveal secret U.S. Government complicity in the February 26, 1993 bombing of the World Trade Center in New York City in which six people were killed and more than a thousand were injured.

    After careful deliberation, the SHADOW believes the question regarding the bombing boils down to the following: Did the FBI do the bombing, utilizing informant Salem as an "agent provocateur" or did it fail to prevent an independent Salem and his associates from doing it? The taped conversations obtained by the SHADOW seem to indicate the former:

    FBI Informant Edam Salem: "...we was start already building the bomb which is went off in the World Trade Center. It was built by supervising supervision from the Bureau and the DA and we was all informed about it and we know that the bomb start to be built. By who? By your confidential informant. What a wonderful great case!"

    Who is Emad Salem? FBI bomber, Arab double-agent or just greedy? Possibly a combination of all three. Salem is a former Egyptian Army officer who is currently the U.S. government's star witness against Egyptian cleric Dr. Omar Abdel Rahman, whom the FBI says was the ringleader in several bombing plots, including the World Trade Center. Shortly after the bombing at the Twin Towers (World Trade Center) the U.S. government moved to take Salem into the Witness Protection program.

    According to the FBI, Salem was aware of the plot ostensibly because he had infiltrated Sheik Rahman and his associates. He was recruited as a government informant shortly after the 1991 assassination of of right- wing militant Rabbi Meir Kahane. As an associate of Rahman, Salem traveled in the cleric's inner circle, surreptitiously recording conversations, and selling his information to the Bureau. But unknown to his FBI handlers, Salem was also secretly recording his conversations with them, most likely to protect himself.

    According to attorney Ron Kuby, after Salem was taken into the Witness Protection program on June 24, 1993, he told the feds about the more than 1,000 conversations he had recorded sometime between December, 1991 and June, 1993. Kuby says that while some of these tapes are not significant, others contain substantive dealings with Salem and his FBI handlers. Salem was actually bugging the FBI.

    The World Trade Center bombing, along with subsequent alleged plots to bomb prominent targets in New York City, spawned a number of federal indictments and trials resulting in the conviction of more than a dozen men, all of Arabic descent. Salem's exposure as a government informant who had a year earlier infiltrated the group of men later charged in the bombing conspiracy caused many to wonder why he and the FBI failed to provide any warning of the pending World Trade Center bombing.

    The answer now appears self-evident. According to William Kuntsler, attorney for Ibrahim El-Gabrowny, one of those accused in the larger bombing case, the entire conspiracy was the product of Salem, the government informant. Kuntsler's law partner Ronald Kuby told the SHADOW that within hours of the World Trade Center blast, Salem checked into a midtown hospital, complaining of a loud ringing in his ears. There is a growing belief that some of the four men charged and since convicted and jailed for the World Trade Center bombing, Mohammed Aboulihma, Mohammed Salameh, Nidal Ayyad and Ahmad Ajaj, may be innocent [victims] of a government frame-up.

    Attorneys for those convicted have maintained that the government's case is circumstantial at best, with no evidence or motive linking the accused with the bombing. The FBI and federal prosecutors have not as yet responded to questions over the lack of warning of the attack on the Twin Towers, despite the strategic placement of their informant.

    Two possible scenarios emerge. One: Salem is a rogue FBI informant who created the conspiracy to bomb the World Trade Center for the money his information about the plot (minus his role) would bring. An attorney for one of the convicted men told the SHADOW that Salem was an FBI informant from November of 1991 to the summer of 1992. The attorney says that the FBI became aware of the World Trade Center bombing plot through informant Salem during this period, but they refused to believe his information or pay Salem's exhorbitant fees. In fact, the feds claimed that they dropped Salem as an informant during the summer of 1992 after he refused or failed a lie detector test. This left Salem with a bombing plot but no one to sell it to.

    According to the attorney, Salem let the plot that he hatched go forward and the World Trade Center was bombed so that he could get money and publicity. The attorney says that within 48 hours of the bombing, the FBI requested Salem to help them solve the case. Salem quickly pointed the fingers at the defendants, all followers of Sheik Rahman.

    So, who did it? From the above point of view, Salem constructed the bomb plot with those whom he subsequently set up. The U.S. government and its FBI were innocent bystanders who failed to prevent the carnage due to their unwillingness to take Salem's claims seriously, despite his close collaboration with Bureau agents for the better part of a year.

    The other scenario looks like this: Informant Salem organized the bomb plot with the "supervision" of the FBI and the District Attorney as part of a classic entrapment setup. He befriended certain individuals, possibly some of the defendants, convinced them that his intentions to bomb the World Trade Center were sincere, and convinced them to get involved. The bomb goes off. Greedy Salem, with his ears still ringing, sells out his accomplices while attempting to sell more information to the Bureau. In order to protect him and their relationship, the FBI sequesters Salem and utilizes him against the real target of the FBI, Sheik Rahman.

    In one of the taped conversations between Salem and "Special Agent" John Anticev, Salem refers to him and the Bureau's involvement in making the bomb that blew up the World Trade Center. As Salem is pressing for money while emphasizing his value as a Bureau asset, the conversation moves in and out of references to the bombing and the FBI's knowledge of the bomb making:

    FBI: But ah basically nothing has changed. I'm just telling you for my own sake that nothing, that this isn't a salary but you got paid regularly for good information. I mean the expenses were a little bit out of the ordinary and it was really questioned. Don't tell Nancy I told you this. (Nancy Floyd is another FBI agent who worked with Salem in his informant capacity. The second tape obtained by the SHADOW is of a telephone conversation between Salem and Floyd -Ed.)

    SALEM: Well, I have to tell her of course.

    FBI: Well then, if you have to, you have to.

    SALEM: Yeah, I mean because the lady was being honest and I was being honest and everything was submitted with receipts and now it's questionable.

    FBI: It's not questionable, it's like a little out of the' ordinary.

    SALEM: Okay. I don't think it was. If that what you think guys, fine, but I don't think that because we was start already building the bomb which is went off in the World Trade Center. It was built by supervising supervision from the Bureau and the DA and we was all informed about it and we know what the bomb start to be built. By who? By your confidential informant. What a wonderful great case! And then he put his head in the sand I said "Oh, no, no, that's not true, he is son of a bitch." (Deep breath) Okay. It's built with a different way in another place and that's it.

    FBI: No, don't make any rash decisions. I'm just trying to be as honest with you as I can.

    SALEM: Of course, I appreciate that.

    The latest FBI fairy tale is that 3000 pages were "mistakenly" withheld from McVeigh's defense. The FBI were participants to the crime and people expect objectivity from it? Hoot, ha, helllloooo! I watched Fox News' Tony Snow, Fred Barnes, Mort Kondrake and Mara Liasson discuss this. The wouldn't touch the simple fact that the FBI knew about McVeigh's bombing before hand. D'oh! How can the FBI investigate a crime, they're involved in? This obviously cannot be mentioned by anyone in the establishment, because this totally discredits the establishment.

    Once you kiss power's ass, prepare to spend a lot of time on your knees, assuming the position.

The evidence of the FBI bringing about the WTC bombing is much more cut-and-dried than the looking-glass mess that is OKBOMB.     The informer at the center of the Government's case in the plot to bomb New York City landmarks had a volatile relationship with his handlers, often quarreling with F.B.I. agents who used him to infiltrate a group of Muslim extremists who have been charged in the plot, according to transcripts of secretly taped conversations.

    "You were informed. Everything is ready. The day and the time. Boom. Lock them up and that's that. That's why I feel so bad."
    Transcripts of the hundreds of hours of tapes -- which were recorded by the informer, Emad A. Salem, without the knowledge of the F.B.I. -- were distributed to defense lawyers yesterday. Although Judge Michael B. Mukasey ordered the lawyers to keep them secret, a copy of the transcripts was made available to The New York Times.

    The tapes offer a rare glimpse into the sensitive relationship between the confidential informer and the law-enforcement officals with whom he worked. They also reveal for the first time how Federal and police agents instructed him to "pump up" a suspect for information and negotiate a $1 million fee from the Government for his services.

    Scattered through the hundreds of pages of transcripts are many instances in which the Government agents appear to encourage Mr. Salem to lead the suspects to incriminate themselves. Defense lawyers have long contended that the Government crossed a legal line, instructing Mr. Salem in a fishing expedition that became entrapment. Although the bulk of the transcripts does not appear to show the agents steering Mr. Salem toward improper or illegal conduct, whether they did so finally will be resolved in court.

    Many New Details

    Among the details included in the transcripts are the following:

    *A reference by Mr. Salem to 12 possible bombs and hitherto unmentioned targets, including Grand Central Terminal, the Empire State Building and Times Square.

    *A New York City police detective working with the F.B.I. told Mr. Salem, who was getting $500 a week from the Government, that if he wanted a $1 million informer's fee, he should press for $1.5 million and then negotiate.

    *An unusual suggestion that some of the money sought by Mr. Salem was going to be put up by private individuals.

    *A reference from Mr. Salem, in a conversation with an F.B.I. agent, to an argument between F.B.I. officials over whether Mr. Salem should remain an unidentified informer or surface as a witness to testify at trial.

    *A major defendant in the World Trade Center trial was tipped off by a neighbor to an elaborate F.B.I. ruse to search the Brooklyn apartment of another suspect, Mahmud Abouhalima, and replace explosives in his apartment with false explosives supplied by the F.B.I.

    *Sheik Omar Abdel Rahman, a defendant in the second bombing case, was using a fax machine to command anti-Communist Muslim rebels, moving forces from Pakistan to Afghanistan and dealing with a code-named agent from Hamas, the militant Palestinian group, Mr. Salem told the F.B.I.

    The transcripts cover Mr. Salem's dealings with the suspects and his work for the Government over a period of at least two years, going back to the trial in the killing of Rabbi Meir Kahane. Mr. Salem recorded the conversations with Government agents on his own, without the knowledge or consent of his contacts in the F.B.I., apparently to use as an insurance policy to hold the Government to its promises of money and protection.

    Some of the most striking passages in the transcripts show Mr. Salem agonizing over what he suggests was the failure of the F.B.I., despite his information, to halt the Feb. 26 bombing of the trade center, in which six people were killed. Although Mr. Salem is not a witness in that case, he was working with the Government at that time.

    "They told me that 'we want to set this,' " Mr. Salem said, referring to the bomb in a conversation on April 1 with John Anticev, one of the F.B.I. agents he reported to, and sometimes complained to others about. " 'What's the right place to put this?' "

    Then he added, still speaking to the agent: "You were informed. Everything is ready. The day and the time. Boom. Lock them up and that's that. That's why I feel so bad."

    Federal officials have acknowledged in the past that they dropped Mr. Salem as an informer sometime before the trade center bombing over what they said was his reluctance to wear a body recorder, as well as other disagreements. They said he never provided detailed information of the attack in advance but that they began using his services again after the bombing and credited him with foiling the related but separate plot to bomb the United Nations, Holland and Lincoln tunnels and the Federal building housing the F.B.I. in Manhattan.

    The case is expected to come to trial next year, perhaps shortly after the end of the related trial of four men charged with bombing the World Trade Center. As the most important witness, Mr. Salem is expected to be called upon to verify tapes he made of conversations with suspects and testify on his dealings with them.

    In several instances, the transcripts show Mr. Salem lecturing Federal agents on how to do their jobs, criticizing their surveillance and interview techniques. In one instance, he suggests that they tell a possible source that his phone was tapped, when in fact it was not, and that they confront the man and push him hard for information. "Don't give him a chance to think," Mr. Salem is quoted as saying. "If he will think it's, 'I want my lawyer.' Then bingo, you are gone."

    Aid for Defense?

    By creating the so-called bootleg tapes, Mr. Salem has given ammunition to defense lawyers who argue that he entrapped the 15 defendants charged with conspiring to bomb New York City landmarks.

    In one instance that shows how Mr. Salem was prompted by Federal agents, Mr. Anticev is quoted as saying, "You know, pump, maybe kind of pump him up a little bit." The agent tells Mr. Salem to stress "the loyalty to his cousin." The target in that instance, Ibrahim A. Elgabrowny, is a cousin of the man who was charged with shooting Mr. Kahane and now a defendant in a plot to bomb New York City targets.

    In another instance, Mr. Anticev is quoted as instructing Mr. Salem to press to learn whether Mr. Elgabrowny or his associates were hiding explosives. He is quoted as telling Mr. Salem not to worry about being exposed as the source of the information. "We'll just know where stuff exists and where it is," Mr. Anticev is quoted as saying. "And then we'll make our move."

    "There's no danger, you know," he says later. "We can be sneaky and take our time."

    Mr. Salem has dropped from sight since the June arrests, and an effort to get in touch with him through the witness protection program of the Federal Marshals Service was rejected. But a member of the defense team said he was spotted within the last month in Manhattan.

    Mr. Salem, a 43-year-old former Egyptian Army officer and confidant of the radical Egyptian cleric, Mr. Abdel Rahman, surfaced as the Government's mole after a June 24 F.B.I. raid on a Queens garage that the Government said smashed an extremist Muslim plot to blow up the United Nations, Lincoln and Holland tunnels and the Manhattan Federal building housing the F.B.I., and to assassinate Senator Alfonse M. D'Amato and State Assemblyman Dov Hikind, among other targets.

    The unauthorized tapes came to light immediately after the raid as Mr. Salem hurriedly evacuated his West Side Manhattan apartment and was quickly identified by associates of the sheik and by law-enforcement authorities as the "confidential informant" who had secretly gathered evidence, including many tape-recorded conversations, against those later charged as conspirators in the case.

    Tapes Left Behind

    In the belongings Mr. Salem left behind either carelessly or by design were cassettes of the tapes he had secretly recorded with the F.B.I.

    Because these could shed light on the prosecution's evidence-gathering methods to the point of possible entrapment, defense lawyers convinced Judge Mukasey that they should gain access to this material as well as to Mr. Salem's authorized recordings, turned over earlier.

    Even before he came in from the cold of his undercover role in June, the burly, bearded Mr. Salem was an enigmatic figure, a private investigator who supported himself as a jewelry designer, a security guard for the sheik who freely gave interviews to news reporters.

    Officials in Cairo say he entered the Egyptian Army as a private and during an 18-year career fought in the 1973 war with Israel and was "pensioned out" as a senior officer while continuing a relationship with Egyptian military intelligence. His American wife, from whom he was divorced this year but to whom he is still close, told New York Newsday last week that he had recently sent a set of the bootleg tapes home to Egyptian authorities with a visiting relative.

    In the United States for about six years, he lived most recently in a fifth-floor suite at the Bretton Hall residence hotel at 2350 Broadway.

    A news reporter invited to interview him there shortly after the World Trade Center bombing found herself on camera as Mr. Salem insisted videotaping the encounter.

    He showed her photographs of what he said was his sandbagged bunker in the 1973 war, the reviewing stand where former President Anwar el-Sadat was assassinated in 1981 and his grave site. He also showed pictures of people who had apparently been tortured: a woman with cigarette burns and a man confined in a cage.

    He said that he prayed at the Abu Bakr mosque in Brooklyn and the al-Salaam mosque in Jersey City, where Sheik Omar often preached, and that he had known the cleric from Egypt. He said he was attracted by Mr. Rahman's aura of power and fearlessness.

    Remembered as Benefactor

    Associates in Jersey City said they remembered Mr. Salem as a generous benefactor of the mosques and of the sheik himself. He also collected money for the defense of El Sayyid A. Nosair, an Egyptian contractor charged in the 1990 assassination of the militant Jewish leader, Rabbi Meir Kahane. Mr. Nosair was acquitted of that killing but convicted of related assault and weapons charges. He is also one of the 15 defendants in the bombing conspiracy case.

    Mr. Salem also had dealings with Mr.. Elgabrowny, a relative of Mr. Nosair for whom Mr. Salem said he helped obtain a pistol permit from the New York City Police Department.

    Associates and lawyers of some of the defendants said that Mr. Salem appeared rather abruptly on the scene around the time of the Kahane killing and that they now suspect he was sent to infiltrate the circle around Mr. Nosair.

    L aw-enforcement officials were told that terrorists were building a bomb that was eventually used to blow up the World Trade Center, and they planned to thwart the plotters by secretly substituting harmless powder for the explosives, an informer said after the blast.

    "Do you deny," Mr. Salem says he told the other agent, "your supervisor is the main reason of bombing the World Trade Center?" Mr. Salem said Mr. Anticev did not deny it. "We was handling the case perfectly well until the supervisor came and messed it up, upside down."
    The informer was to have helped the plotters build the bomb and supply the fake powder, but the plan was called off by an F.B.I. supervisor who had other ideas about how the informer, Emad A. Salem, should be used, the informer said.

    The account, which is given in the transcript of hundreds of hours of tape recordings Mr. Salem secretly made of his talks with law-enforcement agents, portrays the authorities as in a far better position than previously known to foil the Feb. 26 bombing of New York City's tallest towers. The explosion left six people dead, more than 1,000 injured and damages in excess of half a billion dollars. Four men are now on trial in Manhattan Federal Court in that attack.

    Mr. Salem, a 43-year-old former Egyptian army officer, was used by the Government to penetrate a circle of Muslim extremists now charged in two bombing cases: the World Trade Center attack and a foiled plot to destroy the United Nations, the Hudson River tunnels and other New York City landmarks. He is the crucial witness in the second bombing case, but his work for the Government was erratic, and for months before the trade center blast, he was feuding with the F.B.I.

    Supervisor 'Messed It Up'

    After the bombing, he resumed his undercover work. In an undated transcript of a conversation from that period, Mr. Salem recounts a talk he had had earlier with an agent about an unnamed F.B.I. supervisor who, he said, "came and messed it up."

    "He requested to meet me in the hotel," Mr. Salem says of the supervisor. "He requested to make me to testify and if he didn't push for that, we'll be going building the bomb with a phony powder and grabbing the people who was involved in it. But since you, we didn't do that."

    The transcript quotes Mr. Salem as saying that he wanted to complain to F.B.I. headquarters in Washington about the bureau's failure to stop the bombing, but was dissuaded by an agent identified as John Anticev.

    "He said, I don't think that the New York people would like the things out of the New York office to go to Washington, D.C.," Mr. Salem said Mr. Anticev had told him.

    Another agent, identified as Nancy Floyd, does not dispute Mr. Salem's account, but rather, appears to agree with it, saying of the New York people: "Well, of course not, because they don't want to get their butts chewed."

    Mary Jo White, who, as the United States Attorney for the Southern District of New York is prosecuting defendants in two related bombing cases, declined yesterday to comment on the Salem allegations or any other aspect of the cases. An investigator close to the case who refused to be identified further said, "We wish he would have saved the world," but called Mr. Salem's claims "figments of his imagination."

    The transcripts, which are stamped "draft" and compiled from 70 tapes recorded secretly during the last two years by Mr. Salem, were turned over to defense lawyers in the second bombing case by the Government on Tuesday under a judge's order barring lawyers from disseminating them. A large portion of the material was made available to The New York Times.

    In a letter to Federal Judge Michael B. Mukasey, Andrew C. McCarthy, an assistant United States attorney, said that he had learned of the tapes while debriefing Mr. Salem and that the informer had then voluntarily turned them over. Other Salem tapes and transcripts were being withheld pending Government review, of "security and other issues," Mr. McCarthy said.

    William M. Kunstler, a defense lawyer in the case, accused the Government this week of improper delay in handing over all the material. The transcripts he had seen, he said, "were filled with all sorts of Government misconduct." But citing the judge's order, he said he could not provide any details.

    The transcripts do not make clear the extent to which Federal authorities knew that there was a plan to bomb the World Trade Center, merely that they knew that a bombing of some sort was being discussed. But Mr. Salem's evident anguish at not being able to thwart the trade center blast is a recurrent theme in the transcripts. In one of the first numbered tapes, Mr. Salem is quoted as telling agent Floyd: "Since the bomb went off I feel terrible. I feel bad. I feel here is people who don't listen."

    Ms. Floyd seems to commiserate, saying, "hey, I mean it wasn't like you didn't try and I didn't try."

    In an apparent reference to Mr. Salem's complaints about the supervisor, Agent Floyd adds, "You can't force people to do the right thing."

    The investigator involved in the case who would not be quoted by name said that Mr. Salem may have been led to believe by the agents that they were blameless for any mistakes. It was a classic agent's tactic, he said, to "blame the boss for all that's bad and take credit for all the good things."

    In another point in the transcripts, Mr. Salem recounts a conversation he said he had with Mr. Anticev, saying, "I said, 'Guys, now you saw this bomb went off and you both know that we could avoid that.' " At another point, Mr. Salem says, "You get paid, guys, to prevent problems like this from happening."

    Mr. Salem talks of the plan to substitute harmless powder for explosives during another conversation with agent Floyd. In that conversation, he recalls a previous discussion with Mr. Anticev.

    "Do you deny," Mr. Salem says he told the other agent, "your supervisor is the main reason of bombing the World Trade Center?" Mr. Salem said Mr. Anticev did not deny it. "We was handling the case perfectly well until the supervisor came and messed it up, upside down."

    The transcripts reflect an effort to keep Mr. Salem as an intelligence asset who would not have to go public or testify.

    A police detective working with the F.B.I., Louis Napoli, assures Mr. Salem in one conversation, "We can give you total immunity towards prosecution, towards, ah, ah, testifying." But he adds: "I still have to tell you that if you're the only game in town in regards to the information," then, he says, "you'll have to testify."

    Studied for Signs of Illegality

    The transcripts are being closely studied by lawyers looking for signs that Mr. Salem and the law enforcement officials, in their zeal to gather evidence, may have crossed the legal line into entrapment, a charge that defense counsel have already raised.

    But the transcripts show that the officials were concerned that by associating with bombing defendants awaiting trial in the Metropolitan Correctional Center, Mr. Salem might have been accused of spying on the defense.

    In an undated conversation, Mr. Anticev tries to explain the perils.

    "We're not allowed to have any information regarding that," he tells Mr. Salem. "That could jeopardize, you know, if you go see a lawyer, ah, you know, with the defendant's friend or whatever like that, and you're talking about things we're not suppose to, ah, condone that. We're not supposed to make people do that for us. That's like sacred ground. You can't be privileged, ah, you can't know what's being talked about at all."

    Mr. Salem seems to bridle. "I, I, I don't think that's right," he says.

    The agent insists: "Yeah, but that's just a guideline. If that ever happened, ah, you can back and reported on the meeting between, ah, you know, Kunstler and Mohammad A. Elgabrown. Forget about it. I mean a lot of people ah the case can get thrown out. You understand?" The references were to the defense lawyer, Mr. Kunstler, and his client in the second bomb case, Ibrahim A. Elgabrowny.

    Mr. Salem seems to reluctantly agree.

    "They want you to have a hand in it," Mr. Anticev goes on, "but they're afraid that when you get that kind of, ah, too deep, like me, it's almost like, especially with all this legal stuff going on right now."

    If it were just intelligence gathering, the agent says, "You can do anything you want. You could go crazy over there and have a good time. Do you know what I mean?"

    The agent goes on: "But now that everything is going to court and there is legal stuff and it's just, it's just too hard. It's just too tricky, if, this, you know. And then there's the fact if you come by with the big information, he did this, ah, let me talk about this with the other people again."

    "O.K.," Mr. Salem says. "All right. O.K."

    An article yesterday about accounts of a plot to build a bomb that was eventually exploded at the World Trade Center referred imprecisely in some copies to what Federal officials knew about the plan before the blast.     I wonder what the real connection is between the World Trade Center bombing and Waco. Didn't Ron Noble and Treasury give the green light for the ATF plan for an assault at Waco to go ahead within hours after the World Trade Center bombing occurred?

    Seems to me somebody was very anxious, as early in the Clinton administration as Feb. 26, 1993, to see to it that the Waco assault went ahead, and that that somebody was able to use Muslim terrorists to that end.

    Clinton came in on the World Trade Center, and he went out on the USS COLE. And the history of his administration contains numerous examples of such manufactured incidents.

    To most it may not seem a big deal, but one thing that I will always remember is a press conference that was held in the White House right after the Republicans took control of Congress. There were a couple reporters who were actually questioning Clinton pretty hard(I know, I know, hard to believe)concerning the sweeping change of power. It was so bad that Clinton's face turned white, cold white, he was speechless, and I mean speechless, he turned from the podium with a glare in his eye, saying not a word, put his head down, made an abrupt turn and slowly walked away from the room down a long red carpet as I recall. Knowing the type of temper Clinton has, I have no doubt he walked back to the oral office, made some phone calls, got his henchmen together, and started "planning" even more drastic "events." A few months ago I was watching a Clinton timeline program, and the press conference I'm talking about was played again. It was powerful, even watching it again. I wonder what the press would do if another President would state the following?

    Reading thru this and the links, it's at the level now that there should be NO DOUBT in the informed person's mind, even if they don't get into it as deep as some of us do, that we are in a Mob vs. Mob war.

    I know that most folks will run away from that consideration or thought at full speed. But it's GOING to catch up to them.

    I truly believe that God has done as He has in the past, set Evil against Evil. We can't fight them, but they will destroy each other.

    "Miquel Rodriguez kept holding the photograph up in the light, wondering. He knew there was something wrong with it. The resolution was too blurred, even for a blowup of a Polaroid.

    All you could see was a smear of blood on the right side of Foster’s neck. It was the mysterious "contact stain" that nobody was able to explain. How had the blood found its way there, against the laws of forensic science, against gravity? It was nagging at him day and night.

    The Fiske Report said this blood smear had been "caused by a blotting action." The head must have fallen on the shoulder, and then bounced upright again. But that did not make any sense. There was not enough blood on the upper side of Foster’s right shoulder, and the alignment was all wrong for a mirror transfer effect.

    Clutching at straws, the forensic pathology panel brought in by the Fiske investigation had concluded that somebody at the crime scene must have moved the head, and was refusing to admit it. But what did the panel know, or care to know?

    Dr. Charles Hirsch, chief medical examiner for New York City and the man called to represent the panel in the 1994 Senate hearings, did not speak to the Park Police or the paramedics who attended the crime scene. He did not interview the medical examiner who did the autopsy. He did not even visit Fort Marcy Park.

    He relied on autopsy documents, even though the investigation had been fatally compromised by that stage. It was imperative to go deeper into the case. But Dr. Hirsch barely skimmed the surface. This did not stop him testifying in tones of Olympian authority that Foster died where his body was found. "It is my unequivocal, categorical opinion that it was impossible for him to have been killed elsewhere."

    Though they were involved in the most important death investigation since the 1960s, the doctors on the Fiske Report’s forensic panel were remarkably incurious. Perhaps forensic pathology is a more slapdash profession than we laymen had imagined. Or perhaps it is more attuned to politics. These gentlemen certainly have the most rococo resumes I have ever seen. They go on for 67 pages at the end of the Fiske Report, longer than the report itself.

    We learn, for example, that Dr. Charles Stahl attended a one-day workshop at the Quillen-Dishner College of Medicine at East Tennessee State University in Johnson City on May 23, 1984. We also learn that he was the guest speaker at the Kiwanis Club of Bristol, Tennessee, on April 21, 1983.

    Their resumes are quite revealing. They show that three of the four experts have close ties to the FBI and the Pentagon. Dr. James L. Luke, who essentially ran the panel and furnished it with the case documents, is Forensic Pathologist to the Investigative Support Unit of the FBI. He has a "Top Secret" security clearance.

    Miquel Rodriguez, however, was not a fully signed-up member of the Washington power elite. A man of slight stature, a high-pitched voice, Iberian features, and large, round, Pre-Raphaelite eyes, he does not look the part of a tough prosecutor. But he has an almost reverential passion for his work as an Assistant United States Attorney in Sacramento. Clearly, Kenneth Starr did not know quite what he was getting when his young Hispanic—a child of migrant farm workers and a graduate of Harvard Law School—arrived in Washington in the fall of 1994 to take up his new post of Associate Independent Counsel.

    Nonconformist in every way, the man even spelled his name with a dash of Portuguese defiance. No, my name isn’t Miguel, it’s Miquel. Please be so good as to get it right.

    The job of Rodriguez was to reopen the investigation into the death of Vincent Foster. It was generally agreed that the Fiske investigation was so amateurish that the work would have to be done all over again. But this meant very different things to different people. For Rodriguez it meant starting from scratch with an open mind. For Mark H. Tuohey III, the head of the Office of the Independent Counsel in Washington, it meant accommodating the agenda of the U.S. Justice Department. Rodriguez was astounded when Tuohey, his boss, took him aside and told him that it would be ill-advised to challenge the essential findings of the Fiske Report.

    This was to be a "friendly takeover." It would be wrong to understand this as an effort to protect the Clintons. Like most Washington lawyers Tuohey happens to be a Democrat, but that is neither here nor there. In my experience, people of his ilk are first and foremost loyal to the group, and the group is an idiosyncratic subculture of like-minded lawyers. They move in and out of the U.S. Attorney’s office in Washington, D.C. They clerk for the same Supreme Court Justices. They are members of the Metropolitan Club. They are Episcopalians and high Catholics. They are alumni of Georgetown Prep. They do not expose each other’s dirty linen in public. And there was a great deal of dirty linen in the Fiske Report. It had to be finessed as gracefully as possible.

    The mission for Miquel Rodriguez, then, was to produce a better suicide report, one that was not so self-evidently mendacious. Whether or not Tuohey already knew the secrets of the Foster case is something that he will have to answer to his conscience, and to history. But it did not look good when he left the Starr investigation in September 1995 to work for the Houston law firm of Vinson & Elkins. As reported by Christopher Ruddy in The Pittsburgh Tribune-Review, this was the same firm that was representing the Rose Law Firm—Where Hillary Clinton, Vincent Foster, and Webster Hubbell had been partners—in its dealings with the Office of the Independent Counsel. Vinson & Elkins issued assurances that Tuohey would recuse himself from matters relating to the Rose Law Firm. Very wise. Nobody is accusing Mr. Tuohey of switching sides in the thick of battle, but it goes to show how incestuous this circle of lawyers can be.

    At first Rodriguez pretended to be following orders. He went about his business quietly, confiding only in his closest aides at the Washington office of the Independent Counsel. Unlike some of the other prosecutors—aristocratic in their work habits, caught up in the whirl of Georgetown social life—he was spending his evenings combing through the archive of documents in the Foster case, and he did not like what he saw.

    It became obvious that the FBI agents who did the nuts and bolts work for the Fiske Report were engaged in a systematic cover-up. Now, a year and a half later, the same FBI agents were still there in the Office of the Independent Counsel, the gatekeepers who controlled access to the witnesses, the documents, the evidence. Yet Kenneth Starr had kept them on, allowing them to be the judge of their own past work.

    Rodriguez kept muttering about the photograph. "Is this all there is?" he asked.

    "Yes, that’s all there is; that’s the original", replied his FBI staff. And so it might have rested if it had not been for the courage of one person in the Office of the Independent Counsel who managed to gain access to the locked files. Hidden inside was a folder of crime scene photographs that had been deliberately withheld from the prosecutor.

    Among them was the original Polaroid of Foster’s neck. What it showed was something very different from the "contact stain" in the fraudulent picture that had been circulating. Evidently, somebody had taken a photo of the original and then touched it up to disguise the incriminating evidence. This second-generation copy had then been used to create an enhanced "blow up."

    It was blatant obstruction of justice. Indeed it was worse. Whoever had done this was now an accessory after the fact in the death of the Deputy White House Counsel, and they had made the mistake of failing to destroy the original."

    "The FBI, of course, has the technology to enhance underexposed negatives. In this case the crime labs were in fact able to produce a number of 8-by-10s of extremely high quality on Kodak Ultra print paper. They were so crystal clear but they revealed considerable detail. The FBI withheld this information from the Fiske investigation and the independent panel of forensic experts. Instead, it sent a memo stating that "limited detail could be extracted from each of the selected frames."

    "Sharlene was surprisingly frank about her job at the Mena Airport in the mid-1980s. The cocaine was flown in on twin-engine Cessnas, sometimes as often as every day. "I'd pick up the pallets and make the run down to Texas. The drop-off was at the Cowboys Stadium. I was told that nobody would ever bother me, and I was never bothered....If there was a problem I was to call Dan Harmon."

    A lot of cocaine that came into Mena was taken up to Springdale in northwest Arkansas, she said, where it was stuffed into chickens for reshipment to the rest of the country.

    But she had another job, which she revealed to me two years later when we were allowed to meet and talk in relative privacy at the prison library. This time she was trembling with emotion, giving free rein to the terrible remorse that had been eating at her for nine years. She used to pick up cocaine deliveries on the railway tracks near a little town of Alexander, thirty miles south of Little Rock.

    'Every two weeks, for years, I'd go to the tracks, I'd pick up the package, and I'd deliver it to Dan Harmon, either straight to his office, or at my house....Sometimes it was flown in by air, sometimes it would be kicked out of the train. A big bundle, two feet by one and a half feet, like a bale of hay, so heavy I'd have trouble lifting it....Rodger the Dodger picked it up a few times.'

    But in the summer of 1987 one of the drops disappeared. Furious, Harmon brought out some of his men to watch the delivery on the night of August 22. They were expecting a delivery of 3 to 4 pounds of cocaine and 5 pounds of "weed." Sharlene was supposed to make the pickup that night but she had been "high-balling" a mixture of cocaine and crystal and was totally "strung-out." They told her to wait in the car, which was parked off Quarry Road. It was around midnight.

    "It was scary. I was high, very high. I was told to sit there and they'd be back. It seemed forever....I heard two trains. Then I heard some screams, loud screams. It... it...," she stammered, breaking into uncontrollable tears. She never did finish that sentence.

    "When Harmon came back, he jumped in the car and said, 'Let's go.' He was scared. It looked like there was blood all down his legs."

    She later learned that a group of boys had been intercepted at the drop site. According to Sharlene some of the them had managed to get away, but Kevin Ives, 17, and Don Henry, 16, were captured. Harmon's men interrogated them as they were lying on the ground, face down, hands tied behind their backs. They were kicked and beaten, and finally executed. One of the boys was stabbed to death with a "survival knife." The bodies were wrapped in a tarpaulin, carried to a different spot on the line, and placed across the railway tracks so that the bodies would be mangled by the next train.

    The following day Harmon told Sharlene that she would have to ditch her car. He gave her $500 in cash and told her to deliver a packet of cocaine to an address in Rockford, Illinois. She went to an auto auction and bought an Olds Cutlass Supreme for $450 in cash and drove to Rockford. From there she fled to the obscurity of Nebraska.

    ....Cournan( Phyllis Cournan - FBI Agent) contacted Jean Duffey in Texas, persuading her to open the files of the drug task force. She went to see Sharlene in the penitentiary. "She asked me if Rodger Clinton had been on the railway tracks that night," said Sharlene.

    ..."The boys were murdered, said Phyllis, and the FBI knew who did it. But the forensic evidence was contaminated. We couldn't get anything out of the DNA," she said. "All we had were witnesses with huge credibility problems; we couldn't go to trial with that...What were we suppose to do?"

    She was putting the best face on it, trying to convince herself. I could sense her slipping away into the embrace of the Bureau. She had poured her heart and soul into the case, but when it came to the crunch she was going to be a team player."
