What they really mean is they only believe in officially-sanctioned conspiracy theories, like Clinton dealing with China, or Al-Qaeda attacking America.
They believe in group bank robberies, street gangs, drug deals, and other planned crimes. They believe Watergate happened. They believe Julius Caesar was killed by his colleagues. They believe that lovers sometimes cheat with friends, sometimes to the point of paranoia. They believe cops have been caught stealing drugs and running drug rings. They believe white collar crime exists. They watch movies themed on conspiracy. Many believe in a Liberal Media conspiracy, only they don't use the "C" word.
They just don't believe in certain trusted high-level public officials planning large crimes in concert. They cannot believe, or don't want to believe in mass corruption ... that at a certain LEVEL of breadth and depth, conspiracy is unlikely or impossible. This, despite a zillion proven cases of mass corruption. On balanced perspective, this attitude, this willed blind spot, seems woefully naïve and contradictory.
Either people CAN and DO plan crimes or people CANNOT or DON'T. One other important missing piece of information is the unimagined and unexamined level of connectedness of oligarchy in America and in the world.
This irrational attitude has a lot to do with the influence of books, articles, pundits, college professors, etc., some emerging conveniently after the JFK assassination, which ridiculed and shamed the very idea of conspiracy as 'passe' or 'outmoded', goofy, paranoid --- pushing a (very valid) systemic analysis of power and politics, but also pushing a strong rebuke of a "conspiracy view of history". This strange rebuke implies that complex systemic analysis is the fruit of superior intellectual theory, and therefore the mere consideration that people also conspire to do evil (don't they in the Bible?) is indicative of intellectual immaturity.
Another root of shame is a Marxist meme, in which implies that Marxist theorists point to conspiracy amongst the ruling class to maintain power, while proud pro-capitalist All-American people reject the notion of conspiracy in favor of a vision of honest competition. Ironically, communism or even socialist attitudes (a social safety net) was tarred as an Evil Conspiracy by the power elite.
All this was propagated in such a manner as to make people feel more secure and intellectually superior if they discount and ridicule conspiracy viewpoints and questions. At the same time, people emerged -- either freelance or on CIA payroll -- who advanced very goofy conspiracy theories, as well as relatively plausible conspiracy theories which later emerged as fakes. All this served to cement the concept -- and more importantly, the feeling -- in much of the public mind, that people who talk about any conspiracy are goofs or fakes.
I discount some of Tarpley's analysis. However his Powerpoint slides and facts on the History of Conspiracy are 100% valid and worthwhile, at least for that perspective.
Many Americans know that the JFK, RFK, MLK and other assassinations were inside jobs. Nixon’s Watergate and Reagan’s Iran-Contra are proven conspiracies with criminal convictions. Blatant government murder of U.S. citizens occurred at Waco, Ruby Ridge and the Oklahoma City bombing.
WHEN a group like the CFR or Tri-Lateral Commission or the Bilderberg group, the G8 leaders, or any corporate board or other group, get together to plan a strategy, that's called "a planning meeting". In football, it's a huddle. If what the planners are planning is illegal -- or grossly unethical -- that's a conspiracy. CFR, Bilderberg, and the Tri-Lateral Commission (and others) are merely the nexus of "government" (including royalty, and unelected coups), and "business" (which is really trans-national corporate monopoly capital, these days).

Conspiracy can be far easier to prosecute than the actual crime. All you have to prove is INTENT and intent can be proven with documents or a wiretap or hearsay. No other physical evidence needed. All you need is a proof that one person knowingly discussed something illegal with another person, even casually, to bring in unrelated evidence and witnesses. The standard is probably too low, since it snares people who were truly innocent of any crime, turning them into forced witnesses.
An analogy: A sexist statement in the last 5 or 10 years, could be used as "conspiracy to rape".
I'd bet this has already been used. Thought-crime is often in the mind of the prosecutor.
What about a THEORY ? Documented facts and THEORIES about facts are two different things. By definition, a theory does involve speculation, based off facts, and may be proven or disproven, likely or unlikely, or left to stand as "possible". What matters is if the facts are accurate and if the inferred conclusions are supported by sound logic.
Police detectives test unproven ideas (hopefully logically-inferred) -- a hypothesis -- about crimes. They look at evidence and begin to construct a theory based on fact. Then they test their theory with reality, or so we hope. Prosecutors spin conspiracy theories.
A Conspiracy Theory could run off pure conjecture and imagination ... but that's not the case here.
Otherwise-Sane people seemingly insist that powerful people never lie, never commit great crimes.
A few people have even argued that solid convictions overturned by political influence like the Iran-Contra conspiracy, is NOT a conviction --- though they argue the opposite when a petty crime conviction is overturned.
You think 9-11 is too big to cover up? It IS. (People are aware of it, and it's trickling out despite gag orders and other obfuscastion. It's even showing up in the forest of alternate conspiracy theories promoted by the CIA-media for added confusion.)
Would Corporate whore media CEOs allow their reporters to expose the truth about their colleagues?
Would Congressmen and Senators risk their careers, public ridicule, and possible assassination by speaking up to the American public?
A few people ARE speaking up --- and some are fielding death threats or gag orders --- and some got pre-emptive anthrax mailings --- and a few like Dr. David Kelly have died mysteriously after contradicting Iraq propaganda --- but not that many brave souls.

Sept 11 date - TRIVIA?
I don't promote any idea of metaphysical significance of this because I have no friggin' idea. The prospect that SOME OTHER IMPORTANT RULING CLASS PEOPLE believe in some metaphysical significance of Sept 11 is possible.
September 11 was the date in 1922 when the British Mandate of Palestine was formally promulgated at Jerusalem (it was passed in June), handing a portion of Palestine over for the establishment of a Jewish State, a Jewish National Home.
Construction of the Pentagon began on September 11, 1941, exactly 60 years before the building was attacked.
September 11 was also the date of one of America's most notorious interventions in another country, the deposition (and murder) of President Salvador Allende in Chile in 1973, where many thousands were killed by US proxy Gen. Pinochet, and the country plunged into 40 years of tyranny.
September 11, 2001, was also the 11th anniversary of George Bush's 1990 address to the United Nations where he called for a "New World Order". (that is, a world run by a corporate elite clique, with an increasingly insignificant democratic façade)
The terrorist attacks in Madrid on March 11, 2004 occurred exactly 912 days after September 11, 2001, hence there were 911 days between the two events.

In June 1922 the League of Nations passed the Palestine Mandate. The Palestine Mandate was an explicit document regarding Britain's responsibilities and powers of administration in Palestine including "secur[ing] the establishment of the Jewish national home", and "safeguarding the civil and religious rights of all the inhabitants of Palestine".
